Summary/Abstract: This study approaches terrorism, as a complex phenomenon which is affecting human rights. After a brief outline of terrorism, it highlights the effects of terrorism on human rights, the natural result of which is the firm obligation incumbent upon Member States in general, as well as upon the United Nations, the Organization for Security and Cooperation in Europe, the Council of Europe, the European Union and Romania in the context of the fight against terrorism. This paper concludes by stating the main features of the fight against terrorism while respecting human rights and by presenting a summary of national and international laws on this subject.
