Summary/Abstract: Electronic democracy (abbreviated e-democracy) is one stage in the historical development of democracy in societies. Other terms that have been used, or are still used in parallel, are teledemocracy, digital democracy, cyber democracy, virtual democracy, Internet democracy, and sometimes electronic republic. E-democracy implies the use of new ICTs in the service of democracy i.e. to strengthen democracy, democratic institutions and democratic processes. The name itself of electronic voting indicates the use of certain electronic devices and data processing during the vote process. The broadest definition of e-voting would include those voting who are using at least one electronic device or procedure. This paper describes how e-voting should be realized and how it should be tested in order to be successfully implemented.
