Summary/Abstract: In its historical evolution society was influenced by religion, but the latter nevertheless reacted by advancing a complex process of modernizing the religious institutions, fueled by social progress. The separation of the State from the Church was a necessary historical process, meant to provide independence of the State's institutions from the religious ones. An important role with the relationship between the citizens, the cults and some State institutions is played by the relationship between the public administration and the religious cults, where the citizens are the link between them and their point of reference, under such circumstances in which freedom of religion and beliefs is observed. Religious freedom is a fundamental human right which, though individual, is exercised as a group. Whereas the intersection point for the three actors – citizens, cults, and State institutions – is the public area.
