Summary/Abstract: The UNESCO Convention on the Protection and Promotion of the Diversity of Cultural Expressions is an important step forward with the acknowledgement and the development of cultural identities as well as the assertion of international cooperation in the field of cultural creation and production. The francophone framework of orientation or priority action in favour of cultural diversity and rights promotes four fundamental values: pluralism, freedom, universality and solidarity. Without holding monopoly on any of these values, francophony has nevertheless a particular vocation in illustrating them. Each of the four values conjugates with the others to give sense and substance to the francophone unity. Francophony is intended as a vanguard with the fight not only against standardization, but also against disparities, in the sense of restoring the balance in the relationship among cultures and peoples and making use of cultural rights to support development. In this context, the author emphasizes on the potential role of national institutions, of the network of institutions specialized in education and training on human rights, democracy and peace, and of the Francophone Association of National Commissions on Human Rights.
