Summary/Abstract: Parliamentary servants hold a special place in the system of public positions. They are subject to a particular statutory regime, which nevertheless does not place them “beyond the law”, as they are applied the same principles of law that govern the public position in general, while enjoying the rights and obeying the obligations applicable to all public servants. The author makes a comparative analysis of the status of parliamentary servants in numerous countries, while pointing out the peculiarities as well as the common principles: impartiality, neutrality, and independence of the administration in relation to political groups, transparency, uniformity of the services and supervision thereof by the collegial steering bodies. The Statutes also provide for advantageous wage conditions as well as a number of stimulating facilities. The obligations of parliamentary servants, similar to those of the agents of governmental public positions, consist in accomplishing the exigencies of professionalism and loyalty, continuous training, hierarchic subordination, confidentiality, observance of the competencies attached to the respective position, a dignified behaviour, professional discretion, and political neutrality.
