Summary/Abstract: Romania, in its capacity as a EU Member State, has increased obligations to ensure protection of the human rights and fundamental freedoms, both in relation to its own citizens and the citizens of the other EU Member States, in their capacity as potential holders of companies and assets with residence in Romania. In this respect, the author points out the importance of improving the mechanisms of the democratic civil control, while referring to various types of control: parliamentary control, administrative control, jurisdictional control, control exercised by certain autonomous authorities (control of constitutionality, Ombudsman's control, etc.), and civic control. Special attention is paid to the democratic civil control in the field of security. Particularly after 1999, Romania enjoyed a substantial international support to consolidate the institutions of this type of control; starting in 2007, according to the agreements, Romania will be able to make its contribution with the promotion of democratic institutions, particularly of strategic interest with NATO and the EU.
