Summary/Abstract: The study examines the circumstances in which the Havana Declaration was issued on September 2, 1960. The author presents the immediate economic-political background and analyses the economic offensive of the USSR in Latin America. The paper examines the reaction of the OAS to the expansion of Soviet influence in Latin America and the Cuban response to the role of the OAS, and also analyses the main points of the Havana Declaration.
