Summary/Abstract: The general topic of this paper represents a real interest for the satisfaction of the financial needs of the State which, during the last period, have been increasingly growing. Through our research we managed to identify the dimension and general principles of state monopolies and public loans, in the context of national and Community regulations. The concept of State monopoly which is not new, presents itself nowadays as an increasingly stringent need of State involvement in the process of providing funds to cover for public needs, the economic development and for ensuring general welfare, as a State obligation towards its citizens. Objectives have been identified to assist the implementation of rules and principles regarding the need, fields and application of the policy on State monopoly. We are of the opinion that by accurately applying the policy on monopolies and public loans through the funds thus created, the State will be able to perform one of its most important functions, namely to protect community members
