Summary/Abstract: The reality of the people who live in poverty and in social exclusion becomes even more complex due to the increase of the social factors that prevent them from accessing to the practical execution of their social rights, such as the access to a work with a salary that lets them face the difficulties and obstacles they have been confronting. Such access to a workplace is currently in danger because of events such as the rising economic crisis, the increase of immigration, the tendency to feminization and one-parent families in poverty, the concentration of poverty in the cities, job insecurity and the need to access to an independent house derived from the young people without a stable work, events, all of them, that make the social inclusion of some citizen difficult. The regional Law 18/2008 of 23rd of December, for the Warranty of Incomes and for the Social Inclusion (“ley 18/2008, de 23 de diciembre, para la Garantía de Ingresos y para la Inclusión Social”) – published in the Basque Country Official Bulletin the 31st of December of 2008- is introduced in this document as an innovative response to the social inclusion issue. This law is meant to be the beginning of a system of warranty for the incomes of people in danger of social inclusion.
