Summary/Abstract: That kind of terrorism that makes use of biological weapons, in general, and pathogenic agents, in particular, is a worldwide threat against human rights and the human species itself. Following a presentation of the characteristic features of bioterrorism, the author points out that no State whatsoever is at present prepared to cope with a bioterrorist attack, while joining forces in this respect is imperatively necessary. As a result, the United Nations, in its Resolution 1540/2003, urges States to take measures to prevent and combat bioterrorism. The same is laid down in the Convention on biological weapons. Unfortunately, there still are many States that haven't ratified it so far, while, on the other hand, no agreement has been reached as to the instruments for its implementation. This is the reason why the United States established in Chicago a Consortium on Law and Strategic Security, which is a non-governmental organization whose purpose is to prevent bioterrorism and, in the short run, to develop some materials and an international network in this respect. This is the framework in which the Zone Center of High Studies for the Prevention of Terrorism is operating in Romania, whose versatile activity is presented in the end.
