Summary/Abstract: The increasing number and the richer content of the competencies referring to judicial organization and the development of the professional career of magistrates strengthened the role of the Superior Council of Magistracy as guarantor of the independence of justice. An essential role with the reform process, alongside with that of magistrates, is the civil society's. The civil society's initiative and support are essential to the credible architecture of a reform within the legal system, based on the change of mentalities and obsolete institutional practices. It is not surprising that Law No. 317/2004 provides that the structure of the Superior Council of Magistracy should include two representatives of the civil society, specialists in law enjoying high professional and moral reputation. The author uses the opportunity to pay tribute to Prof. Dr Irina Moroianu Zlătescu and Prof. Dr Avram Filipaş, members of the SCM, for their efforts to bring the civil society's messages and initiatives closer to the Council. He illustrates his assessment with those over 2000 copies of the volume “Jurisprudenţa Curţii Europene a Drepturilor Omului” (Jurisprudence of the European Court of Human Rights), a most useful instrument to the practical activity of the courts, which were distributed to magistrates free of charge. He also mentions the contribution of the two above-mentioned members of the Council to the widespread campaign aiming to inform magistrates and the public opinion about the new Deontological Code of Magistrates.
