Summary/Abstract: The urban issue in the European Union is present in a large number of Community documents. The Treaty of Amsterdam, of 1999, provides that sustainable development is a Union's objective, including new fields of activity, while intensified preoccupations aim at the elimination of discrimination and social exclusion. The European Community Programme on the Environment for the period 2001-2010, called “Our Future, Our Choice” refers to such issues as clime changes, nature and biological diversity, protection of unique resources, environment and health, as well as providing sustainable management of natural resources and wastes. All these are constitutive elements making a contribution to the achievement of the right to a “green city”.
