Is Digital Diplomacy a New Type of Diplomacy?

Summary/Abstract: In this article, question of whether digital diplomacy is a new type of diplomacy is sought to be answered and it will be examined as an aspect of public diplomacy. It is discussed whether new instrument, method and agenda topics used in diplomacy is a new type of diplomacy. Increasing agenda topics with 21st century politics have diversified types of diplomacy. Although information technologies have begun to be used as “digital tools” in diplomacy, change at instrumental level is insufficient and redundant to reveal new type of diplomacy. Contrary to literature, in the study it is argued that digital diplomacy is not a new type of diplomacy, but is a form of public diplomacy.
