Territory Lease as Exemplifi ed by Practices of the Russian Federation

Summary/Abstract: Although history and the present times give numerous examples of leasing territory, scientifi c literature on that subject is very poor. However, in international relations this institution is so common and signifi cant that it deserves deeper theoretical research and analyses of particular cases. For these reasons, in the article also theoretical remarks concerning this institution were presented, using the example of the leasing practices of the Russian Federation (chronologically lease of Kwantung, Hanko, Porkkala, the Saimaa Canal Zone, territories in Sevastopol, Feodosiya, waters of Lake Vištytis, Baikonur Cosmodrome and 25 military bases, including Syrian Tartus). In conclusion, the lease is defi ned as the international law institution which affects the international security through meeting the interests of the country outside its borders without the change of the borders. These regards justifying the lease are of military (military bases) or economic nature, and more rarely the other (e.g. cultural) one. The media information indicate further development of the territory lease phenomenon in the international relations (Chinese proposals concerning Vladivostok).
