Summary/Abstract: The essential criteria for a "good" agricultural policy are well known: the basic goal is to reach a level of productivity that is high enough to provide the population with an adequate and regular food supply at stable and reasonable prices while providing farmers with satisfactory incomes. These are fundamental objectives, but there can also be others that are no less important: if a nation's agricultural sector is able to modernize and mechanize at minimal social and economic cost (in terms of migration out of rural areas, subsidies, truces, road construction, waterworks, etc. ), then that sector will be all the more efficient and able to produce for export.
