Summary/Abstract: The transition from one plan quinquennium to another ordinarily provides a convenient, if at times symbolic, watershed in the economic policies of centrally planned economies (CPEs). At the least, it offers an important opportunity for a broad reflection on the direction of medium-to long-term development. This routine flashback, perhaps in combination with farther-ranging introspection, certainly prevails in 1986 too. Nonetheless, the current changeover, in my view, marks an unusually important juncture in the evolution of the economic policies and institutions of the East European CPEs, although these potentially major transitions may well fail to become fully transparent until later in the decade.
