Summary/Abstract: This article discusses the perception of the European Neighbourhood Policy (ENP) by the political establishment and expert circles in Russia. The factors and events which infl uenced the modern Russian perception were analyzed. The scientifi c literature quite comprehensively examines various aspects of perception of the European Neighbourhood Policy by the countries which are subject to this policy. However, the scientifi c discussion does not include the way it is perceived by Russia – one of the most important players in the region. The majority of experts most often and most willingly explore the issue of the Eastern Partnership and often forget that it is a part of the ENP. The aim of this article is to examine the issue of perceiving the European Neighbourhood Policy by the Russian politicians and the expert circles, beginning with the discussion on the idea of the ENP and ending with shaping its eastern dimension – the Eastern Partnership Programme.
