Summary/Abstract: Francis Joseph I tried to learn the lessons from the national struggles of 1848/49 and from the failures of the nationality policies pursued by the Viennese government in Hungary. Between 1860 and 1867 he repeatedly ordered the Hungarian government politicians to elaborate a nationality act regulating language use in bureaucracy and education. The paper explores the features of the draft regulation prepared in the spring of 1865, as well as the sharp political conflict that it generated between the Hungarian chancellor and lieutenant.
