METODOLOGJIA E PËRPILIMIT TË PLANIT STRATEGJIK TË ARKIVIT
METHODOLOGY OF COMPILATION OF THE STRATEGIC PLAN OF THE ARCHIVES

Summary/Abstract: Every public institution, including the State Agency of Kosovo Archives is obliged to draft a five-year Strategic Plan, based on the “Administrative Instruction of the Government of Kosovo (GRK) No. 7/2018) for Planning and Drafting Strategic Documents and Action Plans. “The strategic plan is based mainly on the annual plans of the Agency. For drafting the strategic plan, first, the existing situation of the archives service in Kosovo, the strategic analysis of the programs, the organizational capacity, the development of the main objectives and the specific objectives should be done. The analysis of services, respectively departments and divisions of the Agency should be done, such as, protection of archival records outside the archives and its reception, service of adjustment and processing of archival records, conservation and restoration of damaged archival records, digitization of archival records, work with users of archival records, drafting information-scientific tools, research and publication of archival records and other professional and scientific work of the Agency. The Strategic Plan should also include support services, such as finance, human resources, administration, security, etc.The purpose of the Strategic Plan of the archives is to enable the accomplishment of the archives mission as effectively as possible. It should be based on the main pillars of the archives activity and present clarity about the perspective of the archives. The five-year Strategic Plan will enable the archives to better reach its goals of achieving coherent results (e.g. digital archives, building renovation and expansion, updated workflows, archival staff structure, etc.). Part of the Strategic Plan is also the Action Plan that should be drafted in detail, according to time periods with financial cost.
