Summary/Abstract: AbstractThis paper analyzes how to implement the national strategy of public order and security of Romania during 2015-2018 and the possibility of applying all its action lines by the 2020 deadline. At the same time, the paper shows the correlation of risks and vulnerabilities, as well as the action lines in the national strategy of public order and security with the EU strategic documents but also the assessment of the effectiveness of the effects produced as a result of the strategy adoption. For the elaboration of the work there were taken into account its incidental normative acts, the involvement of state institutions in achieving the objectives and following the action lines of the strategy, mass-media opinion on risks and vulnerabilities evoked in the strategy, the studies on the trend and management of the criminal phenomenon on the Romanian territory as well as the legislation issued by the state institutions in support of the strategy and its objectives. Regarding the utility of this article, it draws up a retrospective of the 2015 period up to the time of drafting, period representing approximately the half of the road traveled by the Romanian State institutions with responsibilities in the sphere of public order and security that concur to reduce the risks and vulnerabilities in the field treated. Also, the paper analyzes the actuality of risks and vulnerabilities provided by the Government’s Decision no. 779 from 23rd September 2015 as well as their prioritization according to the actual socio-economic reality both in the national and European space.
