Foreign experience of public‑private partnership. Recommendations for Poland

Summary/Abstract: This article looks at the origins, legal basis, volume and various form of public‑private partnership in Europe and worldwide. In the first section, the author discusses the case of Poland against the foreign public‑private markets. Next, some good practice examples are presented, particularly concerning issues which are identified as challenging for the development of public‑private partnership in Poland. The next section shows various institutional and legal solutions, as well as regulatory activities and intervention oriented toward transparency and efficiency of the public‑private partnership projects. The author also covers the question of various models of financing, particularly the role of banks and other financial institutions in the process of implementation (bankability).
