ENCRYPTED TELEGRAMS - MEANS OF COMMUNICATION OF THE INFORMATION STRUCTURES OF THE MINISTRY OF INTERNAL IN 1918

Summary/Abstract: In order to gather the data and information that the Romanian Army needed during the FirstWorld War, the representatives of the law enforcement and national security authorities took measuresregarding the creation and organization of some security and gendarmerie services near the largearmy corps, and, besides their units, there were delegated commissioners and agents with experiencein the collection of operational information. These agents were part of the Directorate of Police andGeneral Security, this structure being under the coordination of the Ministry of Interior and set up inthe year of 1908. The directorate had the role of collecting and exploiting information relevant to thestate’s security. The agents that had duties on the informative-operative line had having an intense,encrypted correspondence with the central office. For the encryption of the correspondence, specialdictionaries, which were kept under security, were used.
