Summary/Abstract: In a recently discovered letter the Roman emperor hadrian grants to the civic authorities of the port of miletus permission to establish a corporation of shippers. Confronting this new text with the relevant legal and other epigraphic evidence, this paper explores the implications of this text for our understanding of the process for and, the motivations behind, setting up such a corporation.
