Summary/Abstract: The supplements to the Judiciary Law (JL) made on 9 August 2016 have laid the regulatory groundwork for the e-justice in Bulgaria. The 2017 promulgation of the latest of the four acts of subordinate legislation which concern the application of Chapter XVIIIa JL 'Certification Statements and Procedural Actions in an E-form' is regarded as the formal completion of the legal framework in this field. The manner used for delegating the obligations of regulatory support of certain aspects of e-justice to the resolutions of the Supreme Judicial Council's plenum is aimed at developing the legal framework operatively in view of the dynamics of technological and legislative development. However, as of today, the effect of this approach is just the opposite.This article gives a critical view of those non-performed obligations of the Supreme Judicial Council which concern the operative legal framework of e-justice from an organizational point of view and hinder the organizational and technological development of the sector and cast doubt on the possibility of arriving at timely workable solutions that can be used in the communication among and with the bodies of the judiciary.
