Summary/Abstract: The article analyses the essence of entrepreneurship, the difficulties in the development of entrepreneurship and in the implementation of innovation. It starts with the main characteristics of entrepreneurship: entrepreneurial spirit, innovation, entrepreneurial culture and creativity; it is vitally important to see how successful the creation of an appropriate climate which supports entrepreneurial values has been in Serbia. The article also points to the limitations and obstacles facing entrepreneurs, which determine and restrict the creation of a positive entrepreneurial environment. The development of entrepreneurship is an important segment of a wider strategy and program of Serbian economic development.
