BRAIN DRAIN: EXILE FORCE OR BE EVIL OF INTELLECTUAL AFRICAN?

Summary/Abstract: Africa is a continent which every year attends powerless in the massive exodus of its frames (executives) and elites. Nevertheless, one of the indications of the development of a country is the number of the well trained(formed) frames(executives); Q' we speak " about chosen immigration " or of positive discrimination in France, the continent which loses in all these concepts is good Africa, which knows for several years, a brain drain. This phenomenon which tends to become widespread, has several causes among which: the forced exile and the evil to be of the African elite. Why, does not the African continent succeed in keeping(guarding) its frames(executives)? Are they chased by dictatorial diets(regimes) which do not accept the contradictions and the intellectual debates? Are they victims of the evil to be real due to the numerous problems of governance which this continent faces? So many questions lifted(raised) by this contribution.
