Summary/Abstract: The present paper focuses on the dysfunctional Somali state and the relationship between maritime piracy and terrorism in the Horn of Africa. The article seeks answers to two main questions: what are the factors that make Somalia a “failed state”, despite the presence of a number of missions under international jurisdiction that had the role of establishing a central government, and how is the link between piracy and maritime terrorism perceived in the Horn of Africa by international organizations?
