Summary/Abstract: Law and security are not mutually exclusive, but rather complement each other, nor can they exist alone in a functioning democratic society. Thus, a full examination of national security issues cannot ignore the relevant legal issues involved in what any security strategy means. At present, the legal system is increasingly involved in national security decisions, and the state's actions at the international level are also examined for legal reasons.
