Summary/Abstract: Macroeconomic performance of any country depends not only on such con- ventional elements of its economic process as resource availability and prevailing technology, but also on the structure and the functional traits of the regulative and steering mechanisms in the economy and society at large. Serbia is in that respect a rather peculiar country. She is highly complicated and robust as an object of regula- tion and control and she is also in the position of not being able to create efficient control mechanisms. The root causes of this lack of governability are located in her political system. Being with regard to its ethnic structure an extremely heterogeneous country, Serbia is doomed to display an excessive party fragmentation. This is the rea- son because of which this country continually and predictably has very broad, ex- ceedingly fragile, unstable, slow-reacting and conspicuously inefficient coalition gov- ernments. Such governments are utterly weak in formulating and implementing their policies and equally feeble in institutional adjustment and modernizing the mecha- nisms and procedures of economic regulation and steering the overall development. To put into proper perspective the merits and the responsibilities of the ruling political establishment and of the public service associated to it, the objective constraints on their actions and performance have to be taken into consideration.
