Summary/Abstract: The state of emergency introduced in Bulgaria as a result of the SARS-CoV-19 pandemic led to another state of emergency – this time on the labour market. In less than a month the number of registered unemployed rose by more than 20 % and the trends point to a state of “shock unemployment” – a stark and fast non cyclical raise of the unemployment which cannot me managed using the customary tools of the active labour market policy. A number of factors point to additional obstacles to the recovery of the labour market. Among them the “hidden unemployment” including various problems faced by the self employed, the global recession which is rapidly gaining pace, the obstacles to providing seasonal employment in the most affected sectors and branches such as tourism and the hospitality industry, restrictions imposed on the free movement of people within the European Union.Upon this background Bulgaria had no measures prepared in advance in order to react to serious disturbances on the labour market. The very nature of the present crisis requires actions which differ significantly in scale in comparison to the usually implemented. Such actions should promote employment and job creation as the major prerequisite for a fast and sustainable economic recovery.
