Summary/Abstract: The current pandemic, caused by the rapid transmission of COVID-19 and the infection ofa great number of people worldwide, has direct consequences on the way EU asylum and returnrules are implemented, as well as a disruptive effect on resettlement. Urgent action is needed tosupport Member States, providing them with guidance on how EU rules can be applied flexibly,so as to ensure the greatest possible continuity of procedures and, at the same time, the fullprotection of citizens’ health and rights. Even in an emergency situation adopted by a MemberState, individual fundamental rights must be safeguarded. The Commission will be forced to fullyacknowledge the difficulties that Member States are currently facing. Practical solutions must beprovided in any guidelines drafted and decisions taken at European level, taking into account thelegitimate constraints of the Member States. Any measures taken in the area of asylum,resettlement and return will be directly related to the health protection measures introduced byMember States to prevent the spread of coronavirus. Particular attention will be paid tovulnerable people, especially unaccompanied minors, and families.
