Summary/Abstract: Higher education in Romania is going through a period of intensive changes based on development strategies established with the integration into the European Union. Because of the economic situation that Romania now has and the current economic crisis, the Government funds and universities own funds are virtually nonexistent. Thus, the only funding opportunity for higher education remains the financial support allocated by the EU Structural Funds and Cohesion in order to achieve the strategic objectives. A real problem that higher education institutions and Romania in general are facing is the absorption of Structural and Cohesion Funds. The paper aims to highlight the strategic development of higher education and strategies to increase the absorption of Structural Funds and Cohesion adopted by Romania.
