Summary/Abstract: Starting from the French model, based on the Constitution of 1923, on March 13, 1924, the „Law on the organization of the Homeland Defence Superior Council” was adopted. It was created in order to establish from peacetime the politico-military line of the country defence, by unifying the efforts of the military and civilian institutions. Although its activity was not in accordance with the normative acts that regulate its organization and functioning, as well as with the expectations of the society, the institution had an important role in preparing the country to participate in a new world conflagration.
