Summary/Abstract: Starting with the adhesion of Romania to the European Union, the annulment of the control of internal borders and the existence of common European market with the consequences resulting from this state of fact, had as a consequence the enhancement of movement of asylum seekers from third states into the Member States of the European Community. Therefore, it has been reached the situation where the asylum seekers may initiate the asylum procedure in several Member States, either simultaneously or consecutively. In this case, it is raised the matter of assuming the responsibility regarding the processing of the asylum request of a certain Member State. The main purpose of Dublin Regulation was the replacement of provisions of the Dublin Convention of 1990 with an European legislation which should allow the fasten determination of the Member State responsible for the procession of an asylum application which establishes reasonable terms for each of the phases of determination of the responsible Member State and which prevent abuses against asylum procedures under multiple applications form.
