Summary/Abstract: In 1929, Dr. Otocar Emanoil Kratchi, Praetor of Putyla District in Rădăuți County, issued a micro-monography of the District he administered, following a contest promoted by the Romanian Institute of Administrative Sciences. In his work, Dr. Kratchi details the organisation and functioning of the state administration at a local level, presenting initiatives and practices implemented during his term, as well as the social, economic, cultural and moral condition of the population living in the Putyla District villages. Putyla lied in mountainous North Bukovina and was described in grim terms: most population was illiterate, ill-health was caused by inconsistent feeding practices, alcoholism and sexually transmitted diseases, and child mortality was high. The main occupation was cattle breeding, but in some villages the inhabitants used to cut, transport and process wood.
