Summary/Abstract: This paper analyzes some important aspects of the Hungarian system change in connection with the region and world politics processes. It tries to examine the domestic and foreign policy factors that have actually have affected the process of transformation. It tries to assess the real scope of power of the elected in 1990 government forces and that, these government forces how was able to live with these opportunities. It reviews the antecedents of the so-called MDF–SzDSz pact, and seeks to find an answer why was leaved untouched the system of mass media, which was so important for transformation. Through historical comparisons, the paper tests the argument that, internal and external constraints have influenced the work of the first freely elected Parliament and Government with decisive force. It displays the role of the SzDSz (Free Democrats Association), which was insensitive relating to social issues. During the assessing the economic and diplomatic role of America and Germany, it points out that, given the progressive appearance of data and facts in recent years, it is less and less possible to say that Germany is independent of the USA as a political entity. It points to the partly previously known only in the constitutional, military and cultural contexts that, make it doubtful that, Germany had such a strategy connection with Central and Eastern Europe, which was independent of American aspirations. It also addresses the problematic issues of NATO accession and, in general, of Euro-Atlantic integration, mentioning the economic aspects of this question, namely the possibility of the enlargement of the economic space in this context. Finally, from a historical aspect, he calls attention to the dangers of the so-called "juristocratic governmental form", which is globally resulted from the an American public law solution, and which questions the power and provisions of democratically elected legislatures and governments.
