Summary/Abstract: The subject of this paper is council housing. The paper is aimed at describing selected conditions necessary to achieve the goals of council housing and examining them in the context of the realities of the contemporary Polish society. These conditions include: the demand among society for flats intended for tenancy on social terms as compared to the growth rate of the relevant housing stock, rents and living standards in such flats, the characteristics of their surroundings in terms of location and social neighbourhoods, social relations within such surroundings, the specific nature of council housing management. Currently, approximately 150 thousand flats are necessary to meet the needs of households in need of assistance and meeting the eligibility criteria, whereas approximately 6.5 thousand flats are completed yearly in the social housing construction sector, including also council housing construction, which is comparable to the period of 2011–2015.
