Summary/Abstract: The effectiveness of municipal offices is largely determined by the effectiveness of human resource management, a fundamental yet essential resource in the offices that determines the way they manage results from the entire institution. The paper outlines the course of the examination procedure, paying particular attention to the growing importance of effective human resource management in improving the functioning of public administration. The paper also describes the conditions for strengthening the role of personnel cells in municipal offices and the research goals. The author presents a research procedure on the human resource management process and highlights areas for improvement in these public organisations.
