Summary/Abstract: In order to strengthen the institutional capacities of the judicial system, the European Union I continually follows the implementation of parliamentary, presidential and local election standards, regulations and basic principles. There is no doubt that to succeed and accomplish the legitimacy to represent the citizens on local level, there is a need to implement efficient regulations and praxis for functional democracies, and this is an element that involves the efficiency of the respect of basic human rights and fundamental freedoms of the citizens. The atmosphere and the practical realization of the local elections 2017 in the Republic of Macedonia have effectuated an improvement in the aspect of respect of basic democratic values. In this respect, we can see progress in the overall atmosphere, mainly in the election campaign of the political parties running on these elections which is more peaceful, advanced, tolerant and modern; the overall realization of the election process is being carried out in a more liberal atmosphere. In the same time the Pribe standards, published on the European Union report regarding the rule of law, building trust on state institutions, together with the process of harmonization of our legislation with the European one. Also, the European commission determines the process of free, democratic and credible elections, in the progress report for candidate states for European Union membership in the process of EU enlargement.
