Summary/Abstract: The fact that the phenomenon of corruption has existed since ancient times is now one of the most serious and widespread criminal behavior of officials is a statement on the verge of banality. This is probably also because most of the efforts and resources are directed to finding and punishing those who have committed crimes that fall into the category of so-called “corruption crimes.” Thus, a serious and main error is committed, because the crimes that are detected constitute only the tip of the iceberg, the main acts and activities “in the field” not being revealed.
