Summary/Abstract: There can be no compromise with terrorists, when they kill innocent people, destroy material goods and infringe upon spiritual values of society. Counteraction against terrorism, however, is most often reduced within the narrow frameworks of the “model of control” — i.e. detection, investigation and punishment of the perpetrators. The theory and practice of criminology have defined the priority of the “sociogenical model” a long time ago. In our case it could offer certain measures in three directions: the first one is depriving local or transborder mafias, supporting terrorism, of their financial resources. The second measure is improvement of the standards of life, the level of education and the cultural interests of the population of underdeveloped countries living in poverty, where assailants-suicides are turned into heroes, often due to religious fanaticism among other reasons. Third, mankind is faced with the necessity of radical changes in the arrangement of its existence through a more influential role of the UN and a real contribution of each state in the processes of solving global problems. The growing economic polarisation between rich and poor countries, leading to violation of the solidarity among people of all continents and stimulating terrorist and other extreme acts, should not continue any more.
