Funding of Public Service Broadcasters and Media Regulators: EC Norms and Practices in Member States

Summary/Abstract: EC policy regarding funding of public service operators [PSB] has changed over time. The paper considers whether PSB funding should be regulated by the individual Member States or by European Community intervention. The text examines the extent to which the EC is competent to regulate PSB funding and the possible measures Bulgaria could take as an accession country. The scheme of PSB funding in compliance with EC competition policy and law as regards the approaches to the funding of different media regulators in the Member States are discussed.
