The Victim of Crime — a Minor Priority of the State

Summary/Abstract: For the first time in our legal literature the issue is raised about the actual legal protection of the victims of crimes and it is noted that the state does not care for the realization of the right to compensation of the persons who suffered damage. The analysis of the legal regulations in force shows that greater attention is paid to the rights of the offenders than to their victims'. Against the backdrop of the legal regulation of the compensation to the latter in the western countries a proposal is put forward to set up a special monetary fund under state governance to allow payment of compensation to the victims of crimes.
