Summary/Abstract: The main purpose of the paper is to identify issues of financing small and medium enterprises in Azerbaijan in a market economy, to analyze the current situation and identify areas for improvement, and to develop a scientific concept to increase the efficiency of their financing. The research process examined the objectives and achieved certain results, the formation of entrepreneurship in the economic development of Azerbaijan in general, especially small and medium enterprises, the study of their sources of funding and the experience of other countries. Then, the results of these studies were compared and shortcomings in the financing mechanisms were identified, the current state of entrepreneurship in the country was analyzed, the current state of the mechanisms used in its financing was studied, and state aid in this area was analyzed. As a result of the above-mentioned analyzes, ideas were put forward to improve the existing mechanisms and increase their availability. Proposals for the use of underdeveloped and even unused financing mechanisms in our country have been developed and justified. The results obtained from the research process can be important for individuals and legal entities who continue to operate in our country or are new in this field. Thus, the analysis carried out in the course of the work showed the current state of small and medium-sized businesses operating in the country, revealed shortcomings in their financing.
