Summary/Abstract: In recent years, artificial intelligence, one of the most pressing issues in the world of science and technology, has increased its importance in public administration. Artificial intelligence capabilities are no longer a means of governing individual enterprises or institutions, but a means of influencing public administration and interstate relations. In order to use these tools effectively and achieve results, each country must plan and systematize its activities in the field of artificial intelligence. In 2020, the Second Karabakh War ended with the glorious victory of the Republic of Azerbaijan. In his speech, President of Azerbaijan Ilham Aliyev said that the concepts of "smart city" and "smart village", which are the means of artificial intelligence, will be used in the process of restoring the liberated territories. Smart city or smart village projects are one of the projects implemented and tested in local government in a number of countries around the world in recent years. Thus, there are practical examples of these projects in countries such as Singapore, Norway, Finland, the United States, Spain, China, South Korea, the Netherlands. As in the field of artificial intelligence in general, there are basic principles to consider in the approach to smart cities. The fact that Karabakh is a post-conflict zone increases the importance of the project to be implemented.
