Summary/Abstract: The aim of this paper is to investigate into the impact of the medical emergency upon the rule of law the state. The reaction triggered by this new challenge was disquieting. A sense of arbitrary and impredictibility pervaded the entire policy prosecuted by the Romanian authorities.
