Summary/Abstract: On the 2th till 9th September of the year 1909 in the city of Elbasan, a congress was convened, which in history is known as the name of this city. The Congress of Elbasan would occupy an important place in Albanian education and in the National Movement. Among the congress delegates were personalities of the National Movement, native of the Albanian language, therefore Dervish Bicaku was elected leader of the congress. Through the “Decision Act” of Congress, a number of important decisions were taken that were reflected in the press during the time. At the same time, during the congress, three commissions were set up, which addressed issues of importance for the future of education development in the country. One of these commissions decided to deal with the issue of opening a Normal School (“Teachers Training School”), in which teachers would be trained for Albanian schools. On December 1, of the year 1909, the stable School of Elbasan was opened, and it was the first high school in Albania. The first director was appointed Luigj Gurakuqi. The school of Elbasan, within the first year, managed to have 160 students, 70 of whom were boys from Kosovo. The teachers of this school were not only pedagogically trained but also graduated abroad. Among them we mention Aleksandër Xhuvani, Luigj Gurakuqi, Simon Shuteriqi etc. The stable School would be characterized by national and secular character. The press of the time would appreciate and echo not only the Congress of Elbasan and the decisions taken during its work, but would also consider important the opening of the first "Stable School" of Elbasan, as the first all-Albanian school. The Congress of Elbasan and the opening of the stable School would bring a new impetus to the development of the Albanian school and education in that period. In this school would be prepared the future teachers of all primary schools in the Albanian lands. The Normal School would soon become a breeding ground of knowledge and an important educational center for the Albanian nation. In this educational institution, all new school curricula would be worked on and designed with a national spirit, which were equipped with contemporary teaching-didactic models. Despite the situations that were created during the progress, we must emphasize that the "Stable School of Elbasan" was and remains one of the longest and most quality schools in the field of education in Albania, Kosovo and other Albanian lands. It was the first Albanian pedagogical institution that formed and produced teachers for education in the Albanian language in all Albanian territories.
