Summary/Abstract: At the end of the 19th and the beginning of the 20th century, Bulgaria, in order to realize its Macedonian policy, initiated insurgent actions in Macedonia. In that context, twice (in 1895 and 1902), she used the VMK, which was an organization of Macedonian emigrants in Bulgaria. On the other hand, at the end of 1902 and the beginning of 1903, Bulgaria, promising help, indirectly nurtured the idea of ​​an uprising in Macedonia under the leadership of the Secret Macedonian-Odrina Revolutionary Organization (TMORO), which for a long time, independently, morally and materially preparing for an uprising. Due to its Macedonian policy, Bulgaria in 1903 faced the danger of war with the Ottoman Empire. To avoid such a danger and to restore confidence in the Ottomans, Bulgaria first banned the existence of the VMK and then took steps to persuade TMORO to abandon its own decision to revolt. Finally, after that failed, Bulgaria entered into direct negotiations with the Ottoman Empire, offering it a treaty of alliance and friendship, citing the liberating tendencies of the Macedonians and the weaknesses of the Ottoman system as reasons for the insurgent movement in Macedonia.
