Summary/Abstract: The request for a preliminary ruling relates to the judicial phase of the proceedings and it is natural to assume that it reflects the principles of justice. However, the reference for a preliminary ruling is an institution of supranational law and its principles therefore carry elements of public international law and European Union law. The principles of the reference for a preliminary ruling also reflect the development trends of global law and the information society, which are not defined as principles of justice.
