Summary/Abstract: The aim of the article is to determine approach and practice of Russian Federation administration to Black Sea for 1992-2000. SSCB administrators generally looked at or had to look at the map of Black Sea and its coastal countries for defense or attack planning. Administrators of Yeltsin’s era looked at the map of Black Sea and coastal countries for peace and welfare planning, while their doubt carried on with administrators of Turkey, the hypothesis was tested. Clarifier, verifier, or falsifier indicators, presumptions, evidence for the hypothesis were inquired in the collection of the office of the press counselor. As to valid legislation secret official documents recorded in focused time will be opened for explorations at the earliest between 2023 and 2031. Under the circumstances collection of the office of press counsellor is very important for testing the hypothesis.
